Simple steps to get your Building Permit in Ghana

PREAMBLE

Service delivered in the Ministries, Departments and Agencies (MDAs) over the years has not always been of satisfactory standards and has often been characterized by cumbersome procedures which do no encourage transparency and openness.

This has led to regular complaints from the public and has tended reduce trust and confidence in the system of service delivery.

The Ga West Municipal Assembly has, therefore, embarked on a mission of improving the quality of service delivery in the Municipality through simplifying processes, clarifying rules and procedures and setting time – frames for prompt completion of tasks in order to render them more transparent to the public. The objective is to create a customer-oriented Service focused on providing value-for-money services.

PURPOSE

This brochure provides information on the requirements and procedure which a prospective developer has to follow to ensure quick and speedy approval of his/her development application and to be consequently issued with a building permit in conformity with the existing building regulations and development guidelines.

It is intended to serve as practical guide, with clear and simple steps/procedures to both customers/clients and officials to ensure timely and efficient delivery of the service.

WHO CAN APPLY

Any person or an organization that has the legal title to a plot of land and intends to build on it.

TYPES OF DEVELOPMENTS

Schools, Hotels/Restaurants, Places of Worship Buildings, Factories, Hospitals, Residential Buildings, Offices, Shops, Supermarkets, Car Parks, Amusement Parks and Others.

  STAGE 1

REQUIREMENTS

FOUR (4) SETS OF SITE PLAN, WITH TWO (2) ON TRANSPORT PAPER (1:1, 250 OR 1:2, 500)

FOUR (4) SETS OF BUILDING FENCE AND BLOCK PLANS (SCALE NOT THAN 1:20 OR 1:40 OR METRIC EQUIVALENT 1:100 & 1:2000)

CLEARANCE LETTER AFTER OFFICIAL SEARCH ON STATUS OF LAND FROM LANDS COMMISSION OR LAND TITLE REGISTRY  FOLLOWING AN ENQUIRY LETTER ISSUED BY THE TOWN AND COUNTRY PLANNING DEPARTMENT (TC.)

THREE (3) SETS OF WORKING DRAWINGS.

BUILDING PERMITS APPLICATION FORM AND TOWN AND COUNTRY PLANNING FORM 1 (TCP FORM 1).

ENSURE THAT THE UNDER LISTED PROFESSIONALS SIGN THE VARIOUS PLANS TO ATTACHED TO THE BUILDING PERMIT APPLICATION.

RESIDENTIAL BUILDING PERMIT (SCHEDULE A) – PLEASE OBTAIN THE FOLLOWING RELEVANT DOCUMENTS

  • FOUR COPIES OF AN ARCHITECT ENDORSED BUILDING DRAWINGS
  • A SITE PLAN
  • A SIGNED AND WITNESSED INDENTURE
  • A LAND TITLE CERTIFICATE
  • AN OFFICIAL SEARCH REPORT FROM THE LANDS COMMISSION IF A LAND TITLE IS NOT AVAILABLE.

COMMERCIAL/PUBLIC BUILDING PERMIT (SCHEDULE B) – PLEASE OBTAIN THE FOLLOWING RELEVANT DOCUMENTS

FOUR COPIES OF AN ARCHITECT/ENGINEER

ENDORSED BUILDING DRAWINGS

  • A SITE PLAN
  • A SIGNED AND WITNESSED INDENTURE
  • A FIRE PERMIT
  • AN ENVIRONMENTAL PROTECTIOAGENCY (EPA) PERMIT
  • A HIGHWAY RIGHT OF WAY PERMIT (IF DEVELOPMENT IS BY A HIGHWAY)
  • SOIL TEST REPORT (IF BUILDING IS THREE STOREY OR HIGHER)

IF YOUR DOCUMENTS MEET THE REQUIREMENT ABOVE YOU ARE ADVISED TO GO THROUGH THE FOLLOWING STEPS.

  • PRESENT YOUR DOCUMENTS TO THE MAP ROOM (ROOM 29) FOR CHECKING OF YOUR SITE PLAN AT THE TOWN AND COUNTRY PLANNING DEPARTMENT.
  • BUY A BUILDING PERMIT APPLICATION FORM FROM THE ACCOUNTS OFFICE.
  • SUBMISSION FEE IS ALSO PAID AT THE ACCOUNT UNIT.
  • GO TO THE QUANTITY SURVEYING UNIT ROOM 48 AT THE WORKS DEPARTMENT FOR THE PREPARATION OF YOUR PERMIT BILL.
  • BRING FORMS AND BUILDING DRAWINGS TO THE DEVELOPMENT CONTROL UNIT AT ROOM 30

SCHEDULE A: APPLICATION (RESIDENTIAL DEVELOPMENTS)

  • PAY THE AMOUNT ON THE PERMIT BUILDINGFORM AT THE ACCOUNT OFFICE.
  • PRESENT THE RECEIPT AGAIN TO THE QUANTITY SURVEYING UNIT (ROOM 48) FOR AN OFFICIAL BILL TO BE PREPARED FOR YOU.
  • FINALLY SUBMIT YOUR DOCUMENTS TO THE DEVELOPMENT CONTROL OFFICE (ROOM 33) AT THE TOWN AND COUNTRY PLANNING DEPARTMENT FOR JACKETING.
  • FROM THE DATE OF THE SUBMISSION OF YOUR DOCUMENT TO THIS OFFICE, PERMIT MUST BE ISSUED TO YOU WITHIN A PERIOD OF THREE (3) MONTHS.

SCHEDULE B: (COMMERCIAL, LIGHT INDUSTRIAL BUILDING

  • SUBMIT THE APPLICATION DOCUMENTS TO THE DEVELOPMENT CONTROL OFFICER.
  • A TECHNICAL SUB-COMMITTEE WIILL VET THE FEASIBILITY FEE.
  • PRESENT THE RECEIPT AT THE QUANTITY SURVEYING UNIT FOR AN OFFICIAL BILL TO BE ISSUED TO YOU.
  • ATTACH THIS BILL TO YOUR APPLICATION AT DEVELOPMENT CONTROL OFFICE.
  • FROM THIS DATE YOUR APPLICATION WILL BE PROCESSED IN THREE CALENDER MONTH,
  1. ANY DEVELOPMENTS WITHOUT PERMIT WILL BE CHARGED PENALTY.

FOR A TEMPORARY STRUCTURE (KIOSK, CONTAINER, AND BILLBOARD) PERMIT, PLEASE SUBMIT THE FOLLOWING RELEVANT DOCUMENTS;

KIOSK/CONTAINER

  • WRITE AN APPLICATION LETTER (COPY OF INDENTURE AND SITE PLAN ATTACHED) TO THE MUNICIPAL CHIEF EXECUTIVE.
  • IF THE LAND FOR THE SITING OF THE PROPOSED KIOSK OR CONTAINER IS NOT YOUR PROPERTY, THEN YOU MUST PFODUCE A LETTER OF CONSENT FROM THE LAND OWNER.
  • THE APPLICATION LETTER WOULD BE FORWARDED TO THE HEAD, WORKS DEPARTMENT WHERE TECHNICAL INVESTIGATIONS WILL BE CONDUCTED.
  • IF THE INVESTIGATIONS PROVE POSIOTIVE, YOU WILL BE GRANTED THE PREMIT BY THE HEAD, WORKS DEPARTMENT.

BILLBOARDS

  • WRITE AN APPLICATION LETTER FOR THE ERECTION OF THE PROPOSED BILLBOARD TO THE MUNICIPAL CHIEF EXECUTIVE
  • ATTACH THE FOLLOWING DOCUMENT;
  1. COMPANY REGISTRATION
  2. BUSINESS OPERATING PERMIT
  3. CERTIFICATE OF INCORPORATION
  4. VAT/SSNIT CERTIFICATE
  5. PHOTOGRAPHY OF THE LOCATION/SITE
  6. STRUCTURAL DESIGN OF THE BILL BOARD
  7. STRUCTURAL DESIGN OF THE BILLBOARD.
  • THE APPLICATION LETTER WOULD BE FORWARDED TO THE MUNICIPAL SIGNAGE AND ADVERTISEMENT UNIT FOR INSPECTION AND VETTING
  • IF THE SITE IS APPROVED A BILL WOULD BE PREPARED FOR YOU FOR PAYMENT AT THE ACCOUNTS OFFICE OR THE SIGNAGE UNIT.
  • PERMIT WOULD SUBSEQUENTLY BE ISSUED TO YOU TO ERRECT BILLBOARDS.

SIGNAGES

  • WRITE AN APPLICATION LETTER FOR THE ERECTION OF THIS PROPOSED SIGNAGE TO THE MUNICIPAL CHIEF EXECUTIVE ADD A CERTIFICATE OF REGISTRATION IF IT IS A COMPANY.
  • FILL A FORM AT THE SIGNAGE AND ADVERTISEMENT UNIT.
  • VETTING AND INSPECTION WOULD BE CONDUCTED.
  • IF SITE IS APPROVED YOU WOULD SUBSEQUENTLY BE GRANTED THE PERMIT TO ERRECT SIGNAGE
